He said all of the stadiums now under construction are falling short."This is linked with the absence of experience in working on stadiums, so we are bringing in foreign specialists with experience of creating stadiums for the World Cup," he said. FIFA has a rigorous and lengthy list of requirements for everything from media areas to VIP facilities and total capacity of World Cup venues. In Russia, problems with FIFA standards have been blamed for the lengthy delay in completion of the 69,000-seat Zenit Arena in St. Petersburg, originally scheduled to open in 2008 and now expected to be finished in 2016.
